The Rohnert Park City Council meeting on October 27, 2026, approved a major water-meter replacement and advanced metering infrastructure project, CIP 1918. By a 5–0 vote, the council awarded the construction contract to DB Utility LLC for $1,760,351.50, authorized a Badger Meter purchase order for $4,523,078.92 and a MeterSys LLC construction-management agreement for $339,808, and approved up to $528,105.45 in change-order authority. Staff cited aging meters, rising manual-read workload, water-loss reduction, and state compliance as reasons to proceed; the contract includes performance and payment bonds and prevailing-wage oversight. The consent calendar, also approved, included $345,279 to initiate the Redwood Drive/Rohnert Park Expressway roundabout project. The council also approved an amendment to the Public Safety Director’s employment agreement, correcting the CalPERS retirement formula; the stated annual base salary is $255,661.05.
The council voted 5–0 to introduce an ordinance, waive its first reading, and amend municipal code to comply with AB 1572, prohibiting potable-water irrigation of nonfunctional turf on public property beginning in 2027. Staff said the mandate has no immediate fiscal impact, but future irrigation changes and turf conversion could exceed $500,000. In a separate community-services financial-sustainability discussion, staff presented a framework for full-cost accounting, service categories, and a phased approach to cost recovery; no fee changes or formal action were taken, though council members generally supported developing the policy and emphasized community engagement and assistance for users facing financial hardship. Public comments also raised concerns about Measure K and the winter pool closure; no related procurement action was taken.
