The East Peoria City Council’s regular meeting on September 1, 2026, included several procurement and capital-project items. The council approved a consent agenda with bills totaling $1,377,439.56, including payments for a bore-rig rental for the Arnold Road water-main replacement, concrete driveway and sidewalk repairs, and sewer outfall work. It also approved annual EPA NPDES fees of $32,500 for Plant 1 and $15,000 for Plant 3. Resolutions concerning new volleyball equipment at East Side Center, the Fields 5 and 6 turf project with ATG Ram Industries LLC, and three police utility vehicles were advanced on first reading and laid over for public inspection. The vehicle resolution listed a total of $215,841.82; two vehicles are intended for K9 units.
The council also advanced a Centennial Drive mill-and-overlay project and matching-grant resolution on first reading. The city discussed leveraging a $640,000 grant with approximately $1.2 million in additional funding for work through the High View intersection. During public comment, a resident questioned the lack of competitive bidding for the roughly $2.65 million turf project; council members cited consistency, prior experience with the contractor, and product quality. The turf-project discussion noted a $132,359.35 contingency and that some fencing and gate work may be timed for later fiscal years. Public comment also raised privacy and oversight concerns about Flock license-plate cameras; council members described audits and data-use controls, with no related procurement action taken.
