The City of Pflugerville held a worksession and regular meeting on October 27, 2026. In the worksession, council reviewed the ongoing update to the Engineering Design Manual, prepared with Friese Nichols, covering water, wastewater, drainage, roadway, lighting, utility coordination, and other design standards used for both private development and city capital projects. Council discussed potential effects on developer costs, safer intersection designs, pedestrian facilities, utility easements, and broadband microtrenching, and asked staff to check the consultant’s scope and arrange development-community feedback before adoption. Council also discussed adding regular financial and capital-project reporting to the city’s financial policy; staff was asked to continue developing the proposal. No procurement award was made during the worksession.

In the regular meeting, council unanimously authorized the city manager to sign contracts with Sigma Healthcare for employee medical, dental, and vision benefits beginning January 1, 2027; members discussed a potential renewal price cap and the need to shop coverage in future years. Council approved, 5–2, a $1,317,230 professional services agreement with Quorum Architects, Inc. to design the new PAWS animal shelter, with site design intended to preserve options for future commercial use. A license agreement with the Pflugerville Area Youth Soccer League for its 2026 fall tournament also passed unanimously; council raised the need to consider facility-use priorities and damage costs in future agreements. Council approved eminent-domain action for easements supporting the Boulder Ridge lift-station rehabilitation and expansion, and later approved the related East Pflugerville Parkway drainage-easement item, which had been postponed for consideration after executive session. The council also unanimously adopted a safe-technology-use resolution, establishing an implementation period and future citizen-committee role.
