🏗️ Construction & Infrastructure Grants & Funding Physical Infrastructure

Mobile County Grants Department’s 2027 HUD Action Plan kickoff meeting, October 28, 2026, outlined the county’s upcoming funding and application process. Estimated funding, based on 2026 allocations and pending congressional action, is approximately $1.5 million for Community Development Block Grant (CDBG) and $540,000 for HOME. CDBG supports eligible public services and capital projects, including infrastructure, public facilities, accessibility improvements, parks, and housing repairs; HOME funding supports affordable housing development and down-payment assistance. The department expects to release CDBG applications in mid-November, with applications due January 12, 2027. HOME applications are solicited as needed, including through an RFP when sufficient funds have accumulated for a project. No contract awards, spending votes, or motions were reported.

The department explained eligibility and allocation rules, including CDBG’s 20% administration, 15% public-services, and 65% capital-project allocation limits, and HOME’s requirement that funds primarily support housing. Applications will be reviewed and incorporated into a preliminary plan for public comment and a later commission hearing and approval before submission to HUD. The funding estimates remain subject to final federal allocations.
