Glendale City Council workshop, October 27, 2026: Staff reviewed the city’s investment portfolio, administratively accepted grants, and the proposed Veteranos Park mural. The portfolio was valued at just under $322 million at June 30, with more than $12 million in investment income over the prior year; it is managed by the city in coordination with financial adviser PTMA. Staff reported no proposed changes to the investment policy. For grants accepted in FY2026’s fourth quarter, Community Services received $38,000 through five American Library Association awards, and Police received a $11,929 forensic-science grant; an additional Attorney General’s Office grant for victim-focused services was discussed, but its amount was unclear in the transcript. Grants under $50,000 may continue to be accepted administratively, and staff said the existing threshold should remain. Council members discussed improving grant prospecting, including possible dedicated or outside grant-writing support, but no decision was made.
For the Veteranos Park mural, staff described a competitive call for local artists and the Arts Commission’s recommendation of Isaac Caruso’s “Thank You for Your Service” concept, with an award not to exceed $30,000 covering design and fabrication. Staff said the item was on the evening council meeting’s consent agenda for formal consideration; no action was taken at this workshop. Glendale Glitters staff reported 150 vendor applications and 71 approved vendors, with others waitlisted or not approved, and outlined plans for event enforcement. The workshop also included discussion of the draft General Plan and updates on community events and tree planting; no other procurement approvals or spending actions were identified.
