At the October 27, 2026, regular meeting of the Doña Ana County Board of County Commissioners, the board approved several procurement and spending actions. It authorized county management and legal staff to give ASA Architects notice of termination for convenience of its contract for the Office of Emergency Management building project. Commissioners approved up to $170,000 through an intergovernmental agreement with the South Central Regional Transit District to support fare-free transit and related funding needs, increased contract 26-199 with Security Concepts by $425,000 to a total of $675,000 for security services, and awarded Tomorrow Enterprises, Inc. a contract of approximately $2.37 million for the Doña Ana County International Jetport taxi lane D extension. An additional taxi-lane alternative of approximately $848,411 was authorized contingent on receipt of FAA funding. The board also approved a $2,238,196.99 purchase to equip 20 Ford Explorer Police Interceptor hybrids, using multiple vendors, and adopted a fixed-asset change-order policy establishing documentation, procurement-compliance, and approval requirements, including thresholds for county manager and board review.

The board authorized publication of a proposed amendment to the county’s affordable housing ordinance for public review, with a hearing planned for December 8; the amendment would update program-award procedures, affordability protections, and oversight, but was not adopted at this meeting. In a separate closed-session follow-up, commissioners unanimously authorized notice to Project Jupiter entities of a potential breach of their IRB agreements concerning the proposed power-generation plan and directed staff to engage in discussions on a path forward. Public comments focused heavily on Project Jupiter’s energy use, grid connection, rates, and environmental impacts. The treasurer reported that voters had authorized up to $140 million in general-obligation bonds, of which $10 million had been issued so far. No other specific procurement action was identified in the consent agenda discussion.
