🏗️ Construction & Infrastructure 🚚 Transportation Physical Infrastructure Grants & Funding

The City of Vista City Council meeting on October 27, 2026, included several infrastructure and park investment discussions. Council unanimously approved the consent calendar, including a design contract for a traffic signal at North Santa Fe Avenue and Angeles Vista Drive; the design is expected to take four to six months, with a construction contract anticipated in late spring or early summer and completion targeted for the end of 2027. Council also unanimously approved an updated fire-department route map. Staff proposed a six-month speed-lump pilot on East Taylor Street and recommended advancing 13 of 57 pending speed-hump applications for further traffic-engineering review; the council also directed staff to evaluate traffic-calming options in neighborhoods raised by residents. No pilot or construction contract amount was stated.

SANDAG reported that it had deprogrammed a previously awarded $10.8 million Active Transportation Program grant for Inland Rail Trail Phase 4 because the funding and grant conditions were insufficient for the full corridor. SANDAG is exploring a segmented project, with the Saraphnos Park connection estimated at about $5 million and the remaining corridor at approximately $50 million; funding for the park segment may be presented to the SANDAG board in its FY2028 budget cycle, while other segments will require future design funding and grant competition. On Raintree Park, council unanimously supported a motion directing staff to bring forward an appropriation for a public restroom, organize at least two community workshops, and have the Arts and Parks Commissions work together on a community plan. The city manager will return with options for a new restroom and possible access to an existing restroom, including timing and cost; park development impact fees were identified as a potential funding source, with a related report expected December 8. A second handball court was estimated to cost more than $800,000, but no purchase or construction award was made.
