At its October 27, 2026 meeting, the Lake County Board of Supervisors considered appointing a temporary road commissioner and authorizing an agreement for the service. Staff reported receiving two proposals, from NCE and RSA+, after public notice was issued October 10. The work is expected to average three to four hours per week, billed hourly with no retainer expected; the board discussed an approximately $75-per-hour difference between the firms and said the temporary arrangement was not expected to exceed $100,000. The road commissioner would provide engineering oversight and sign off on certain in-house road projects, while existing design contractors would continue to stamp projects under their contracts. Staff described safeguards to separate the commissioner's oversight role from work on projects for which the firm might bid.

The board approved a motion, with a second, authorizing the interim public works director to enter into a road commissioner services agreement with NCE. The arrangement is temporary and may end when a permanent public works director is hired, particularly if that person is a licensed civil engineer. The agenda also included directing staff to submit evidence of compliance with Streets and Highways Code section 2006 to the State Controller; the discussion indicated the board considered the related actions covered. A supervisor recused themself because of a financial conflict, and another supervisor indicated they would leave due to their situation.
