🏗️ Construction & Infrastructure 🚨 Public Safety Physical Infrastructure Grants & Funding

The Lassen County Board of Supervisors met on October 27, 2026. The Board approved the Sheriff’s Office purchase of a pool vehicle, budgeted at $101,000 from a cannabis-tax grant; the county will pay for the vehicle and seek reimbursement through the grant. The Board also unanimously adopted a proactive local emergency declaration in anticipation of possible El Niño-related flooding. County staff said the declaration could help position the county for disaster assistance and, if the required four-fifths Board vote is obtained for a particular emergency project, allow suspension of ordinary public-works bidding requirements. Staff said preparations to identify and address vulnerable areas were already underway. Separately, the Board approved a second amendment to the pool funding agreement by a 3–2 vote; discussion referenced Susanville’s $80,000 annual share and the existing 10-year arrangement, with supervisors debating budget constraints and equitable support for Big Valley.

The county’s EMS administrator reported that the state’s review of a revised ambulance-service RFP remains pending. The interim service arrangement is in place, and the planned contract would run for five years beginning when it takes effect; no vendor award was made at this meeting. The Board also approved tax-sharing agreements with the City of Susanville, including a separate agreement tied to Measure P receipts, in connection with proposed development that includes a truck stop; the property-tax increment was estimated at approximately $70,000–$80,000. No contract award for the development was considered.
