The City of Laguna Beach City Council’s regular meeting on October 27, 2026, included two procurement- and funding-related actions. Council unanimously approved moving ahead with a proposed $107,000 shooting-range maintenance contract and directed staff to examine interim and permanent noise-mitigation options, including alternative locations within the city. Council also unanimously authorized an application for an Orange County Transportation Authority grant for regional traffic-signal synchronization along Coast Highway and part of Laguna Canyon Road, covering about 40 signals in Laguna Beach and Dana Point. The program funds 80% of eligible costs; staff cited a $672,000 funding figure and an approximately $400,000 local match. The application deadline is November 19.
Staff presented the first quarterly update on the city’s 49 capital improvement projects, including drainage, sewer, parks, beach access, roads, facilities, and utility undergrounding; council received the report without further action. Discussion included Fire Station 4’s upcoming building bid and the possibility of including its retaining wall as an alternate bid, amid steel and tariff-related issues. Staff also said it is developing an application for a noncompetitive sea-level-rise adaptation grant of up to $1.5 million. No award or contract approval for that grant was made at this meeting.
