Buckeye Planning and Zoning Commission meeting, October 28, 2026: The Commission approved the prior meeting minutes and recommended approval to City Council of three major land-use items. For CloudCap Energy Storage (PLZZ26-0012), it recommended rezoning 57.4 acres from the obsolete Planned Community district to R-143, subject to conditions A–H. Invenergy described a proposed battery energy storage facility, with construction potentially beginning after permitting and operations as early as 2029; it estimated more than $75 million in project-lifetime tax revenue and up to 200 construction jobs. A conditional use permit and site-plan review remain outstanding. For Monteverde Parcel 1.11A, commissioners recommended a community master plan amendment allowing density to increase from 18 to 20 units per acre—26 additional units—with a 276-unit apartment plan under review. The applicant said it would construct a traffic signal at Apache and Lower Buckeye before residents could move in.

The Commission also recommended approval of the related Terra Vallis planned-area development rezoning and Douglas Ranch master plan amendment, removing approximately 33,939 acres from the existing master plan and establishing a new framework allowing up to 130,000 homes and substantial nonresidential development. Discussion covered transportation planning, schools, open space, and standards for potential data centers; staff said data centers could receive administrative review under the PAD’s requirements rather than return for separate Planning and Zoning Commission and Council approval. These were land-use recommendations, not contract awards or purchasing actions; no procurement activity or public spending allocation was identified.
