The October 27, 2026 Glendale City Council meeting included several capital-project and budget decisions. The council approved the South Glendale Pavement Management Program implementation contract with Toray Enterprises, Inc.; the transcript gives the award as approximately $7.245 million but truncates the final digits, and lists total appropriations of $8,331,643. The council directed staff to try to add pedestrian-safety improvements at up to four intersections within the project’s existing 10% contingency and return to council if additional funding is needed. By unanimous vote, the council also removed the $291,000 Pacific Park/Edison Field Improvements Phase 2 item from consideration pending a staff report on the city’s agreements and cost-sharing with Glendale Unified School District (GUSD), including the district’s potential share. In closed session, city representatives were identified as negotiating the purchase price and terms for property at 357 and 364 Ardan Avenue from Broadway Projects LLC; no acquisition decision was reported.

Finance staff reported FY 2025–26 General Fund revenues of $357.3 million, about $7.2 million above the latest projection, and discussed potential infrastructure financing through lease-revenue bonds and enhanced infrastructure financing districts; no financing approval was taken. Staff also updated the council on revenue initiatives, including an executed agreement with Glendale Water & Power for landfill-gas energy valued at an anticipated $400,000 in General Fund revenue, and said an RFP for new public-right-of-way EV chargers was expected to begin in early 2027. The council approved a temporary salary-and-benefits extension for city employees called to active military duty through June 30, 2027, with the issue to be addressed in future labor negotiations. No other contract award or bid approval was identified.
