The City of Charleston Committee on Traffic and Transportation met on October 27, 2026. It received an update on the Lowline, where site work is underway, with Gulfstream performing soil work as a subcontractor to Edifice. Final guaranteed maximum price figures are being prepared for City Council. The Mayor recommended exploring whether Bradford Park could be included with the Lowline work to avoid additional mobilization and other costs; the project team said the park is fully designed, but Friends of the Lowline is approximately $2.5โ€“$3 million short of the amount needed to fund the full scope. No decision on adding the park to the contract was made. The committee also discussed programming responsibilities and a proposal for donor-specific naming rights, with further consideration expected after the Mayorโ€™s letter to Friends of the Lowline.

The committee approved a municipal agreement with the South Carolina Department of Transportation for a roundabout at SC Highway 41 and Reflectance Drive/Halfway Creek Road. SCDOT estimated the project at $4.3 million, fully funded with federal funds; design and right-of-way work are expected in 2027, with construction targeted for early 2028. The committee also considered a developer contribution toward design work for possible improvements at Wildcat Boulevard and William E. Murray Boulevard, and a proposed agreement for a developer to donate land needed for potential future realignment at River Road, Murraywood Road, and Rushland Landing Drive. Funding for those improvements has not yet been secured, and the transcript does not capture a final vote on these items.
