🏗️ Construction & Infrastructure Grants & Funding Physical Infrastructure

The Lynn City Council and its committees met on October 27, 2026. The main funding and capital-project action was approval of a grant request for the Ames Park renovation: the city may seek $425,000 from the Massachusetts Executive Office of Energy and Environmental Affairs, with $56,440 planned for FY2027 and $368,560 for FY2028. The council also authorized $625,000 in Community Development Block Grant funds to cover the estimated project cost ahead of grant reimbursement. Planned improvements include a splash pad, lawn, and passive recreation facilities. The council approved a $300,000 transfer to support heating assistance for OPERA tenants, along with other transfers and grant-funded allocations, including $77,641.37 for a firefighter grant match, $10,900 for a senior-services program, and $112,057 for middle-school sports programming.

The council also authorized a lead-hazard reduction subrecipient agreement with the Lynn Housing Authority and Neighborhood Development, extending the city program through October 15, 2030. No competitive bid, vendor selection, or new procurement award was identified. Other actions included appointing a representative to the Traffic Commission, discussing a review of city traffic-sign ordinances, and approving or considering business licenses; the requested Mass General Brigham sign change was denied. The Ames Park and lead-hazard actions may create future project and program activity, but no specific contractors or procurement processes were discussed.
