The South San Francisco City Council’s regular meeting on October 28, 2026, approved consent-calendar items that included accepting the Grand Boulevard Initiative Phase 3 construction improvements as complete, purchasing one Freightliner 114 SD crane truck for an amount not to exceed $488,274.93, and renewing Big Belly Solar LLC services for 25 smart waste and recycling stations. The consent items were approved by roll-call vote. Staff also reported that downtown metered parking rates increased by $0.25 per hour effective October 9, and that new loading zones were being installed.
The council discussed the police department’s Flock Safety automated license plate reader (ALPR) program, data-sharing concerns, and options for future vendors; no vendor-selection decision was made. Staff plans to issue a competitive RFP by January 30, 2027, and return with an evaluation and recommendation by April 30, 2027. Staff said a bridge agreement with Flock would be brought to the next council meeting to maintain service during the process; Flock charges $3,000 per camera annually, and early termination would cost $500 per camera. Preliminary research on five vendors found annual prices of about $2,000–$3,000 per camera, with installation costs varying. The council also approved the city’s draft response to the San Mateo County Grand Jury’s ALPR report; contract safeguards, including provisions for data sharing and termination in case of violations, were discussed for future negotiations.
