The October 27, 2026, RCTV Health & Education Committee meeting covered school capital planning and budget amendments. A public commenter referenced $12.5 million in school capital funds and a $6 million heating-and-cooling project at Lascassas Elementary, asking whether the ground would receive independent thermal-conductivity testing before geothermal wells are drilled and whether results would be made public. Committee members said further project decisions belong to the school board and suggested contacting the school system directly. The committee also reviewed Fund 189’s school-project ledger; this was an informational cleanup, not approval of new projects or borrowing. Reported savings included about $1 million on Riverdale High, $1.2 million on Smyrna, and $730,000 on Oakland, with remaining funds generally shifted to future school projects. The report noted $3.5 million had been provided to Murfreesboro for the middle-school project.
The committee unanimously approved two Fund 141 budget amendments together: one for additional school nurses to meet staffing needs and charter-school funding true-ups, and another to record state-directed TISA payments to charter schools. Officials said the latter funds go directly from the state to charter schools and the county has no discretion over the accounting entry. School officials also discussed developing a five-year building plan and reviewing enrollment and facility needs. The health department gave an update on services and vaccination activity; no health-related procurement was identified, and no vendor selection or contract award was discussed.
