The City of Prescott City Council study session, titled October 27, 2026 (meeting metadata dated October 28), included updates on pavement management and the long-term water management plan. Public Works reported that three current pavement projects total about $7.3 million and cover roughly 11 center-lane miles, using treatments such as seal coats and overlays; the work is contracted out. The city’s pavement condition index is 74, and the share of roads classified as backlog has declined from about 21% in 2019 to 4%. The council was told that the pavement-assessment contract with Roadway Asset Services is expiring and staff is considering its extension for another road survey; no extension or other procurement award was approved. Council members also discussed whether future development agreements should place more responsibility for subdivision roads on HOAs, but took no formal action. Road maintenance funding includes the 1% road tax and state highway-user revenue.
