The City of Alameda Planning Board meeting was held October 27, 2026. The board approved, 4–0, a plan development amendment for Southshore Beach and Tennis Club at 410 West Line Drive and 936 Shore Point Court. The amendment allows up to 16 residential units through conversion of existing commercial space, proportionally reduces the permitted commercial area, and allows the development to exceed its 450-unit cap for accessory dwelling units consistent with state law. Residents raised concerns about existing maintenance, lighting, noise, and other code-compliance issues; staff said those matters are handled separately through code enforcement. The board also discussed inclusionary housing implications, but the approval did not add an inclusionary-housing condition.

The board also voted to recommend that the City Council adopt downtown commercial zoning text amendments for the Community Commercial and North Park Street districts. The changes are intended to reduce vacancies and streamline business openings by allowing more uses by right and adjusting use-permit requirements; the board also directed staff to consider raising the by-right threshold for offices and health clinics from 4,000 to 5,000 square feet and to refine language on active ground-floor spaces. No contracts, vendor selections, or other procurement activity were identified. The approval of prior meeting minutes was continued because a quorum was unavailable.
