Hennepin County committee meetings, October 27, 2026: The Administration Operations and Budget Committee heard a presentation from the Minnehaha Creek Watershed District on flood-risk monitoring and long-term modeling developed with county, federal, and local partners. The presentation discussed how the model could inform future land-use decisions and prioritize capital investments; no related purchase or contract action was taken. The committee approved the updated regional Workforce Innovation and Opportunity Act plan, a renewable-energy legal-services amendment with Kutak Rock LLP adding $100,000 (new not-to-exceed $200,000), and negotiations for lead education and grant-recruitment services totaling up to $560,000. It also authorized annual investment tools and advanced a domestic-violence response proposal for further consideration. In the Health Committee, commissioners approved a Cotiviti HEDIS audit-software amendment adding just over $410,000 (new not-to-exceed slightly above $1.2 million) and an opioid-settlement funding-code action that did not change budget authorizations.
Other committee approvals included a human-services agreement with Isanti and Sherburne Counties for a workforce-services pilot with $558,235.29 in receivable funding, and an amendment extending Minnesota African American Family Preservation Act implementation funding through December 2026 (the item listed a $25 million receivable; discussion described the phase-in grant as $2.5 million). The Law, Safety and Justice Committee approved a Cornerhouse agreement increase of $4,000 (new not-to-exceed $44,662) and extended the jail management system agreement with Arms Purchaseco through 2029, adding $1,301,139 (new not-to-exceed $3,907,001.51). Resident Services approved a no-cost agreement for Hennepin County to provide title-examination services to Clay County. Public Works approved road and construction actions, including SRF Consulting design work up to $1.25 million and other design amendments, plus a Trellis Company brownfield cleanup loan up to $710,000, building-material reuse services up to $600,000, and a Rogers environmental-response grant up to $286,700. The Intergovernmental Committee discussed proposed 2027 legislative priorities and platform changes, including repurposing a $26 million state appropriation toward downtown Minneapolis geothermal conversion; the platform was advanced to the November 10 board meeting, not finally adopted.
