At the October 27, 2026 regular meeting of the Black Hawk County Board of Supervisors, the board approved claims and payments totaling about $370,877.68. The claims included approximately $65,000 for spot rock on gravel roads and $31,915 in annual dues to the Northeast Iowa Response Group. The board also approved documentation for a $1 million general-obligation capital loan note issue to finance replacement equipment, appointed Bank NA of Kansas City as paying, note-register, and transfer agent, and authorized the chair and treasurer to sign the related documents. The notes are expected to be active for four years. The board authorized Cunningham & Butler to conduct an RFP for an employee well-being incentive program.

The board opened bids for a county sign truck and received two bids: one with an unclear vendor name and an amount transcribed as approximately $283,667, and a $320,000 bid from M6X Equipment Services of Ankeny, Iowa. The board voted to hold the bids for review; no award was made. A presentation on lower-cost rail-car bridge construction was informational, with examples of bridge costs and potential savings, but no project or purchase was approved. Officials also discussed increased jail and out-of-county housing costs following state bail-reform changes, including a projection of roughly $730,000 in out-of-county costs against a $160,000 budget line; no budget action was taken on that issue.
