🏗️ Construction & Infrastructure 🚨 Public Safety Physical Infrastructure Grants & Funding

At the October 27, 2026, Davis County Commission regular meeting, commissioners approved several transportation and construction-related items. They approved a third-quarter local-option transportation project priority list totaling $30.832 million, a $460,000 interlocal agreement with North Salt Lake for the Pacific Avenue side path, a $9.268 million federal grant pass-through agreement with the Military Installation Development Authority (MIDA) for a Hill Air Force Base West Gate frontage road, and a $49,213 Utah Transit Authority agreement for Snowbasin ski-bus service. The MIDA project was described as county-applied-for federal funding involving nearby cities; all items 8–12 passed unanimously. Commissioners also approved an amendment to contract 2025-0071 with Layton Construction Company LLC setting the guaranteed maximum price for the animal care facility at approximately $21.48 million. A motion to delay that item received no second; approval passed 2–1.

Other approved spending and procurement items included a $24,000 emergency pet-shelter trailer, funded equally by a $12,000 AKC Reunite grant and $12,000 from the county; a $20,000 one-time Motorola Systems software integration for WatchGuard and Evidence.com; a $134,837.95 Utah State Library agreement for the Overdrive/Libby consortium; and a $6,000 USA Wrestling event incentive contingent on performance and economic-impact requirements. The commission also approved an ordinance adding state procurement-code provisions that make certain contract terms—such as requiring venue outside Utah or Davis County—void and unenforceable. Public comments raised concerns about MIDA, the animal facility, and county spending; the meeting also included approval of a grant for forensic lighting and other agreements. No specific vendor selection or bid award was identified for the frontage-road project.
