West Valley City Council study session, October 27, 2026. The council heard several procurement and spending proposals. Parks and Recreation presented a $1.705 million Centennial Park hard-court project selected from proposals from Quartz Unlimited, including 16 pickleball courts, two basketball courts, and a $244,000 food-truck and gathering area; funding would come from the CIP and RDA. Staff also recommended a $75,176 concrete hazard-mitigation contract with Life is Good Investments, identified as the lowest responsible bidder among nine submissions. Police requested a Motorola Solutions agreement for a one-year, no-cost trial of BRINC drones; a possible five-year arrangement would cost about $175,000, with cancellation available at the end of the trial and for non-appropriation. The city’s annual federal lobbying contract with Ron Hamm and Shirley Spiedel is budgeted, renewable annually over a three-year term, and cancellable with 30 days’ notice. No votes on these contract proposals were recorded in the transcript.
The council also reviewed the city website update: the provider was selected through an RFP process with 63 submissions, at an annual cost of about $22,000 under a four-year contract, and staff reported savings of approximately $18,000 per year compared with the prior arrangement. Staff recommended selling a small city-owned parcel for $63,130. In a policy discussion affecting future development and vendor opportunities, the council considered adding expiration dates to future development agreements and asked staff to explore whether certain private streets could instead be narrower public streets; no policy decision was made, and staff may pursue further review and negotiation. The council approved the October 6 and 13 meeting minutes.
