At its October 27, 2026, meeting, the Klamath County Planning Commission unanimously approved the Hill Haven Estates preliminary subdivision application, following a continued public hearing. The proposed development would create 118 residential lots in two phases, a municipal water booster-pump-station lot, and common areas. Approval included a 145-equivalent-residential-unit cap, a limit of duplexes to 13 designated lots, and public works and ODOT-related conditions. The developer agreed to negotiate a proportional contribution toward off-site Hillyard improvements; the current estimate discussed was 33% of those costs, subject to possible revision if access arrangements change. Sidewalk and pedestrian improvements along Highway 140 were also discussed. No final dollar amount or contract award was identified.
The commission also discussed, but took no action on, ongoing revisions to the middle-housing ordinance. Staff reviewed options for residential lot sizes and permitted housing types, including duplexes, triplexes, fourplexes, and cottage clusters, as well as the infrastructure implications of greater density. The revisions are part of a code-comparison effort supported by a DLCD grant-funded consultant; the commission was asked to provide direction by a future meeting.
