The City of Nampa Planning & Zoning Commission’s October 27, 2026 regular meeting covered comprehensive-plan amendments, zoning-code changes, and a proposed master-planned community. Commissioners reviewed a map amendment for a 59.43-acre industrial designation near Airport Road and amendments to the Highway 16 specific area plan, including changes toward light industrial uses. The commission also approved a zoning-code text amendment 8–0, updating group-residence and transition-home provisions to align with fair-housing requirements and requiring higher design standards for certain metal buildings in general-business zones. Staff reported that final plats approved over the past year included 1,357 single-family and 74 multifamily units; preliminary plats included 1,757 single-family units and no multifamily units.
The main discussion concerned a proposed 115-acre annexation and zoning for a master-planned community, including approximately 36 acres of RML zoning and 79 acres of RS4. Neighbors raised concerns about density, traffic safety, public-safety staffing, schools, and infrastructure, while the applicant described a phased project potentially beginning around 2028 and continuing into 2035; traffic impact studies and related improvements would be evaluated with later plat applications. The commission recommended approval with proposed conditions and findings, with one commissioner voting against the motion and one absent. A fiscal-impact analysis tool was also discussed as being under development, with testing planned for November and a City Council workshop anticipated in December. No procurement awards, bids, or purchasing decisions were identified.
