The Town of Waxhaw Board of Commissioners’ work session on October 27, 2026, included several infrastructure and funding actions. The board awarded Troll Contracting a downtown asphalt-repair contract for $205,058.10, selecting it as the lowest responsible bidder among three bids; work was expected to begin November 2 and finish by November 24. The board also approved resolutions supporting applications for a Safe Routes to School grant (a pedestrian crossing project estimated at about $90,000) and an NCDOT paved-trails and sidewalks feasibility-study grant. The feasibility study application seeks up to $120,000, with a potential $24,000 town match from fund balance if awarded; any appropriation would be considered later. The board approved a CSX license agreement allowing the town to retain and use downtown infrastructure in the railroad right-of-way, with payments of $3,000 in year one, $4,000 in year two, and $5,000 in year three; the agreement also addresses liability. It adopted the abandonment of a 1.09-acre portion of Prescott Glenn Parkway’s right-of-way and discussed co-permitting with the U.S. Army Corps of Engineers for a developer’s road and culvert work, with the developer retaining responsibility and liability. The bond amount was recalled as possibly around $2.5 million but was not confirmed.

The board also reviewed long-range operating and capital-finance scenarios, fund balances, potential borrowing versus pay-as-you-go funding, and staff efforts to identify savings through fixed-asset and purchasing programs. No budget or financing action was taken on those topics; a further debt and capital-structure discussion was scheduled for November. The board moved its November work session from the 24th to the 17th.
