The Wausau Common Council met on October 27, 2026. A presentation on the city’s stormwater quality plan and utility feasibility study reported a total project cost of $170,000, funded 50% by a Wisconsin DNR grant and 50% by the city. The study found the city meets the suspended-solids reduction target but falls short of the Wisconsin River phosphorus target. It recommended a balanced approach of constructing stormwater improvements and pursuing water-quality trading, and advised seeking DNR construction grants; the council discussed, but did not decide whether to establish a stormwater utility. The study estimated a typical residential charge of about $100–$175 per year. The council also approved, 10–0, a resolution declaring intent to reimburse eligible 2027–28 lead service line replacement expenditures through the Safe Drinking Water Revolving Loan Program. No specific loan amount was stated.

The council approved creation of a full-time human resources coordinator position, 9–1; its cost was not specified. It also passed, 9–1, a resolution directing the city to stop using Flock camera data and, under an amendment, directing the appropriate city department to physically cover the cameras within two business weeks. Speakers noted that Finance had removed $50,000 for Flock from the proposed 2027 budget, with future contract and camera removal questions still to be addressed. Separately, the council passed a data-center zoning ordinance, 9–1, requiring applicants to submit information on matters including utility demand, water and wastewater management, and sound; staff said the information would help assess utility capacity and conditional-use applications. No contract awards or vendor selections were made.
