The City of Norman City Council and affiliated authorities met on October 27, 2026. The principal infrastructure-related action was approval, 8–1, of the final plat for the Norman groundwater facility at 4020 East Tecumseh Road. Staff said the facility would centralize disinfection for the city’s existing groundwater wells to meet state and federal requirements; the project itself does not add wells or increase pumping. Council rejected a motion to postpone for further hydrology studies. A council member noted that the facility was among the projects identified in a utility-rate increase approved by voters in June 2023. The final plat for Summit Valley Addition, Section 4, also passed 8–1. These were plat approvals, not contract awards or vendor selections.
The council unanimously adopted the city auditor compensation ordinance and emergency clause, then approved the auditor’s employment agreement 8–1; discussion focused in part on its provision for up to 12 months of salary and benefits upon certain terminations. Announcements referenced a completed $126,000 solar-infrastructure project for Thunderbird Clubhouse, a $700,000 first responders addiction recovery grant, and upcoming construction at Kids Space, but no new procurement award or purchasing action for those items was taken at this meeting. The council also adopted a parks ordinance, as amended to retain the prohibition on camping in Sutton Urban Wilderness.
