# City Council Special Meeting, 10/27/26

**Body:** CityOfNormanOK
**Date:** October 26, 2026
**Jurisdiction:** SLED

The City of Norman City Council held a special meeting on October 27, 2026, to discuss revisions to the Economic Development Advisory Board (EDAB) ordinance. Council members settled on the 11-member option: the board would initially expand to 11 to provide representation for currently unrepresented wards, then return to nine members on August 4, 2027, as two existing terms expire. The proposed changes would require at least seven members to have relevant expertise, broaden qualifying experience to include small-business ownership and other relevant backgrounds, and add review of economic and risk analyses to the board’s duties. The Cleveland County Economic Development Coalition would replace the NEDC executive director as the nonvoting ex officio participant. Members also supported prioritizing ward representation, including people who own or manage businesses in a ward, with a 45-day period to seek a qualified ward representative before considering other candidates. Staff was asked to draft the revisions for anticipated consideration beginning November 10; applications may be opened before the ordinance takes effect. These were discussion outcomes, not a recorded ordinance-adoption vote.

The council also considered convening in executive session to discuss potential settlement of pending tort claims filed by Lucas Ortiz and Raymundo Lopez. No contracts, bids, purchases, budget allocations, or other procurement actions were identified.
