At its October 27, 2026 Administration & Finance Committee meeting, Richland County considered several spending and procurement items. The committee approved an animal-services fee proposal intended to bring county fees closer to the City of Columbia’s structure, with a lower proposed fee for unaltered animals than the city’s $100 fee. Staff said licensing revenue goes to the general fund and the program primarily supports pet-owner records, compliance, and population control. The effective date remains subject to the ordinance process, including three readings and a public hearing. The committee also approved consultant services for the county’s stormwater program to support MS4/NPDES permit compliance and related planning; no contract amount was stated.

The committee approved an electronic home-detention monitoring contract award to the highest-ranked offeror, Fender Management LLC. Staff described costs of about $80,000 per month, varying with the monitored population, and said the daily rate had decreased slightly. Members also approved a seven-year Axon Enterprise contract renewal for body-worn and in-car cameras, with listed FY2028 renewal costs of $3.3 million for the Sheriff’s Department and $352,000 for the detention center; funding is to be requested in the FY2028 budget. Finally, the committee approved advancing a substantial amendment to a legacy 2015 Hurricane Joaquin HUD grant for final council consideration, including reprogramming funds for generator projects serving the Sheriff’s Department, EMS, and ESD, and a stormwater project. No grant dollar amounts were stated.
