The Providence City Council Special Committee on Ways and Means met on October 27, 2026, to review school construction projects in phases two and three and proposed phase-four work. The committee received updates on design-build delivery, guaranteed maximum prices (GMPs), subcontractor buyouts, schedules, and local and minority-business participation. Several projects were reported on schedule and within budget; Kazarian and RFK were behind schedule, with recovery options under review. For Kazarian, staff are preparing an RFP for temporary classrooms as a contingency. The presentation cited project budgets including $79.2 million for Kazarian, $110 million for Mount Pleasant, $84.5 million for Metro West Broadway, and $77.7 million for RFK. No committee vote or contract award was recorded. Phase-four contract amendments are expected to return for review and approval before major early-release construction packages are procured.
Finance staff said the city was closing on a $140 million bond to cover project cash needs through approximately July 2027 and currently anticipated borrowing another $100 million then; they reported no immediate cash-flow concern and described ongoing monitoring to coordinate borrowing with state housing-aid reimbursement. The presentation also discussed approximately $5.5 million remaining in the revolving capital reserve fund and uncertainty about its future replenishment. Officials emphasized that delays could affect reimbursement timing and, for phase-four work, potentially jeopardize an enhanced state reimbursement component if applicable completion deadlines are missed. Design-build teams are buying out subcontractors competitively, while the city and school officials are assessing schedule recovery, swing-space contingencies, and future funding for additional projects.
