The Lawrence City Council’s Ordinance Committee met on October 27, 2026. The committee discussed proposed amendments to the city’s snow-and-ice ordinance, including a defined winter season of December 15 through April 15, parking restrictions, public notices in English and Spanish, and snow-emergency provisions. DPW and Police Department representatives said the changes are intended to improve street clearing and public safety. Discussion also covered blue-light notifications, resident parking, enforcement of restrictions on commercial vehicles, and oversight and identification of snow-removal contractors. The committee moved the proposal forward to the full council as a committee report and requested urgent review by the city attorney, with a response sought by November 4. No snow-removal contract award or spending approval was identified; officials referenced 38 city vendors working in snow operations, but no procurement decision was made.
The committee also voted to send a National Grid pole-relocation matter on Lowell Street to the full council to order a public hearing. It referred a question about holiday scheduling and pay for municipal employees to the city attorney and personnel department, and sent several parking-related items to DPW and the city engineer for responses. No contract awards, RFPs, or budget allocations were approved during the meeting.
