🏗️ Construction & Infrastructure 🚨 Public Safety Physical Infrastructure Grants & Funding

The Lewis and Clark County Commission’s public meeting on October 27, 2026, included several procurement- and funding-related actions. On the consent agenda, commissioners unanimously approved a distributed antenna system license agreement with Gold Creek Cellular of Montana Limited Partnership and a support letter to the U.S. Air Force for the Sentinel modernization program. They opened bids for replacing two undersized culverts on the Lower D2 drain ditch, part of the county’s flood-mitigation work. The transcript records bid totals of $386,000, $398,475, $514,157.79, $544,500, and $753,124.11, but does not reliably connect each amount to a bidder. No contract was awarded; commissioners unanimously directed staff to review the bids and return with a recommendation on November 5. The project is expected to use county flood-mitigation funding; earlier culvert work used ARPA funds, and other parts of the broader plan used FEMA hazard-mitigation grants.

Commissioners also unanimously approved a contract and encroachment agreement with the U.S. Forest Service for a cattle guard on Priest Pass Road, and authorized the Sheriff’s Office to apply for a $335,124 Montana Disaster and Emergency Services grant for SWAT night-vision equipment. The grant application was approved, not an equipment purchase or award. They approved an interlocal agreement with the City of Helena for $12,199 per year through the Byrne Justice Assistance Grant program. The remaining actions concerned extensions of preliminary subdivision approvals and did not identify county purchasing or contract awards.
