Ogdensburg City Council meeting, October 26, 2026: Council approved payment of General Fund warrant 20-2026 totaling $817,591.17; Library and Capital Fund warrants were $0. Council approved the city manager’s 2027 preliminary budget with an amendment reducing the real-property-tax levy by $60,000 and lowering the proposed tax rate from $15.52 to $15.36 per $1,000. The amendment also reduced the traffic-lights appropriation from $45,000 to $4,000 and increased street-maintenance materials and supplies by $5,000. A separate proposal to cut the planning-work stipend from $42,000 to $24,000 was rejected. The preliminary budget was approved as amended; a public hearing is scheduled for November 9, with final consideration still pending. Council also approved a budget-line transfer related to the School Resource Officer contract: the school had paid $10,000 upfront for equipment and uniforms for newly hired special patrol officers, and the transfer will allow the city to pay outstanding related bills.

For capital spending, management reported a second fire-station roof bid of $239,000, compared with an earlier $265,800 bid, a $26,800 reduction. Management favored repairing/replacing the existing roof rather than converting it to a pitched design, citing preliminary engineering, HVAC-relocation, and stormwater costs; council expressed support for that recommendation, with further approvals to follow. Management also recommended buying a replacement loader rather than spending about $55,000 to repair the 14-year-old, inoperable machine. The proposed purchase is approximately $284,000, to be financed with roughly $144,000 in remaining temporary municipal assistance and about $140,000 in CHIPS funds; council indicated support for this option, and management plans to bring the necessary documents and approvals to a later meeting. Council reached consensus to use debt service for the local shares of the Green Resiliency and SWIMS projects to preserve fund balance. Management also plans to pursue a New York Plays grant application that could include relocating and rebuilding the skate park at New York Avenue Park; no award or procurement decision was made on that proposal.
