The Town of Stratford Water Pollution Control Authority met on October 26, 2026. Consultants presented the 30% preliminary design for wastewater-plant stormwater improvements, including flood protection, pipe lining, and pump upgrades. The estimate has risen from $7.5 million to about $18.5 million; the auxiliary pump station will be deferred to a future project because current funding is insufficient and grant deadlines may not allow its completion. The town reported about $5.7 million in authorized funding, including a FEMA grant and town bonding, and had not received a previously sought $2 million in additional state funding. Members supported continuing the pump station design under the existing engineering contract, with no additional design cost identified, so the project can be ready for future funding applications. Staff agreed to provide a clearer funding breakdown before the next meeting.

The Authority approved Bid No. 2027-08, awarding the pipe-lining work to the lowest responsive bidder, Precision Trenchless LLC of New York, for $234,752.46, and authorized the mayor to execute the contract and qualifying change orders under town code. Staff said the contractor for a separate project is preparing to mobilize November 16; material-cost increases may require a contract adjustment, which will be reviewed by DEEP and brought back to the Authority if needed. An additional pipe segment estimated at $164,000 was discussed but was not acted on at this meeting. The Authority also approved its 2027 meeting schedule.
