The City of Panama City Commission met on October 27, 2026. Huron Consulting Group presented options for a zero-based budget engagement, but no contract was awarded; staff was directed to return by November 17 with statements of work for options two and three and examples of prior municipal engagements. HARA Property Registry presented its foreclosure-property registration service, but the commission took no action on a contract or ordinance. The commission also approved a right-of-way use agreement with the Port Authority. Items 6A and 6D were deferred to November 17.
