The City of Milwaukie Planning Commission held an informational discussion on October 27, 2026, about proposed development-code amendments implementing Oregon legislation enacted in 2025 and 2026. No vote was taken on the amendments. Staff reported that City Council chose to retain the city’s Senate Bill 1537 exemption, with adjustments that would limit automatic side- and rear-yard setback reductions to 10%. Other topics included reducing the minimum lot size for detached homes, cottage-cluster standards, accessory-structure conversions, state limits on application review timelines and public notice, and requirements for middle housing and single-room occupancy housing. Staff also outlined Oregon Homes rules that could allow certain housing developments of up to 11 units with limited local siting and design standards.

Commissioners discussed preserving cottage-cluster courtyard and vegetation requirements, possible incentives for additional accessible or affordable units, and concerns about demolition, displacement, neighborhood livability, and public safety. They also discussed how system development charges apply to shared utility configurations; no spending or procurement action was identified. The commission approved the October 13 meeting minutes and later adjourned. Separately, it was noted that there were no items scheduled for the next three meetings, subject to formal notice of any cancellations.
