🏗️ Construction & Infrastructure 💼 Professional Services Physical Infrastructure Grants & Funding

The Zephyrhills Community Redevelopment Agency (CRA) and City Council meeting was held October 26, 2026. The CRA unanimously approved a $10,787 commercial improvement grant for RMR Air Conditioning for signage and a new parking lot. The board also approved, 3–1, moving forward with a conceptual plan for a roughly 2.9-mile Greenway Trail linking parks and other destinations. The plan remains at the concept stage; members raised concerns about drainage, downtown parking, nearby homes, and tree impacts, and called for direct public notification and community input before design advances. Staff and the consultant discussed phasing the project and pursuing future grant funding, but no construction cost or award was presented.

Council approved renewal of the city attorney’s professional-services agreement, with rates of $350 per hour for partners, $275 for associate attorneys, and $400 for litigation-related court work; the city had budgeted $275,000 for legal services and spent about $277,000 in the prior year. Council also questioned a $62,000 Kimley-Horn engineering proposal for approximately 750 feet of Dry Road sidewalk work and voted 3–1 to withdraw it and seek another price. A separate Kimley-Horn trail-safety work order, which staff said had been reduced by about $13,000, was also withdrawn for further discussion. A system/equipment replacement item was approved after staff cited obsolescence and difficulty sourcing parts; the transcript does not identify its cost or vendor. The council additionally advanced a plaza redesign that includes removing existing trees and replacing them with new plantings.
