HESD Governing Board Meeting 10/26/26

The HESD Governing Board met on October 26, 2026. The board approved a new three-year audit-services agreement with Nigro and Nigro for fiscal years 2026–27 through 2028–29, and approved classified salary schedules for 2025–26 and 2026–27, including negotiated salary and longevity increases. Facility-project actions included unanimous approval of completion notices and release of remaining balances for school renovation and painting work, including the Larson Elementary kitchen renovation by Lonnie Construction and Parkview School exterior painting by Innovation Painting, Inc. The Parkview painting contract was $267,000 with no change orders. The board also approved a deductive change order for the transitional-kindergarten modular project at Larson Elementary, crediting $51,308.69 in unused allowances and alternates and setting the revised contract total at $3,096,691.31.

The board approved revisions to the district policy manual to support compliance requirements for publishing policies on its website. In discussion of the Carnegie Art Museum, members favored sending a board letter encouraging the City of Oxnard to complete needed upgrades so district students and staff could use the facility if it meets applicable standards; no district financial contribution was proposed. The meeting also included a school presentation on student achievement and programs. Other than the spending and contract actions noted above, no additional procurement activity was identified.
