The Moses Lake City Council’s third 2027 budget workshop and regular meeting was held October 28, 2026. Department heads presented proposed budgets, including street and stormwater work, water operations, wastewater, fleet, facilities, airport, and sanitation; the budgets were discussed, not adopted at this meeting. Notable planned capital work included adaptive traffic signal systems at Alder/Third and Alder/Broadway, wastewater projects totaling about $4.6 million—including a raw-waste system, transfer pump station, and redundant lake-crossing force main—and airport runway pavement preservation supported by a grant, with a separate runway-lighting funding application planned. The water budget includes $50,000 for cross-connection management, and staff said the city is exploring options to meet organics-recycling requirements, including partnerships and a possible feasibility study. Council also discussed the Transportation Benefit District’s funding outlook and the potential effect on street work if its renewal is not approved by voters.

Council adopted Resolution 4056, approving the 2027 fee schedule, generally reflecting a 3% CPI adjustment, with water and wastewater charges based on the adopted rate study and revised park shelter reservation fees. The council also approved unanimously the lodging tax advisory committee’s $1,224,788.90 funding recommendations for tourism-related events, marketing, software, and operations; about $816,023 was identified for projects including improvements to six sports-field infields. No vendor contract award was identified. Other business included discussion of land-use and permitting amendments, including a voluntary commercial site-permit process intended to simplify reviews and fees; citizen comments criticized the city’s financial sustainability plan and raised allegations about city-funded organizations, which were not resolved during the meeting. The council also heard proclamations and police promotions.
