The Brentwood City Council meeting on October 27, 2026, included updates on the city’s Top 100 projects and several spending and procurement matters. The council declined to approve the recommended award to Frontline General Engineering Construction, Inc. for the City Hall flagpole replacement project, citing its approximately $123,000 cost and removal of trees; it directed staff to identify a more cost-effective, prominent location that would preserve the trees. The council approved annexation of a 34-unit Shea Homes development into Community Facilities District No. 5, with estimated annual revenue of about $30,000 for public services. It also adopted the FY 2026–27 fee schedule, including Sand Creek Sports Complex rental and food-vendor fees effective November 1, with the nonprofit field rate reduced from $84 to $69 per field per hour.
The council authorized a $440,787 transfer—one-half of the FY 2025–26 General Fund surplus—to the city’s pension trust, split evenly between fixed-income and conservative portfolios. Project updates included a $123 million wastewater treatment plant expansion, purchased equipment for a biosolids drying and pyrolysis installation expected to go out to bid soon, a $2 million smart-signals project, and a $24.7 million Lone Tree Way widening project. Engineering staff reported preparing an $850,000 grant application for bicycle and pedestrian improvements. The council also approved revisions requiring quarterly reporting of donations and sponsorships, and directed staff to develop options for restricting use of city property for federal immigration enforcement and to work with community organizations on public education. A closed-session report disclosed a $124,252.35 gross separation payment to former City Manager Harold Duffy under an agreement approved unanimously on October 13.
