The Rochester City School District Board of Education held a work session on October 27, 2026. The board reviewed pre-K enrollment and curriculum, summer learning outcomes, the 2027–28 budget process, and grant administration. District staff reported $138 million across 77 grants in 2025–26, with about $3.6 million (6%) unspent; the current-year grant portfolio was reported at approximately $141 million, including more than $8 million in additional awards since the budget was adopted. Staff said an RFP process was completed to identify a specialized federal grant development firm, with a contract expected to come before the board in November; the proposed support is intended to supplement the district’s grant team, not replace it. The board also discussed improving budget-book transparency and adding community budget forums, and agreed to bring the budget calendar forward for consideration at the October 29 business meeting. The superintendent said additional forums would likely be scheduled in early 2027.

In reviewing resolutions for the October 29 consent agenda, the board voted to advance the remaining resolutions from the 242–311 batch, excluding resolutions 242, 244, 246, and 253 for further discussion. Commissioners raised concerns about placing higher-cost items on the consent agenda and requested additional information on the $425,000 EL Education contract, including evidence of results; the Goodwill–OASIS partnership; and other high-cost resolutions. No final award or approval of those four items occurred at this work session. Separately, the board voted to advance student policies 5,430, 5,500, and 5,600 to first readings; these included updates concerning student records, privacy, and immigration enforcement.
