At its October 27, 2026 regular meeting, the Hemet City Council approved the annual adult literacy grant item; staff reported that the program serves about 30 adult learners and has 15 tutors, with digital literacy among its services. The council also considered a warehouse ordinance and approved a motion addressing the applications already in process when the moratorium took effect, including three named industrial projects. A resident asked that data centers be included in the warehouse rules; staff said they would develop separate standards and anticipated bringing the topic for discussion in the first quarter of 2027. No contract awards, bid approvals, or procurement-related dollar allocations were identified. The warrant register and other routine reports were received and filed.
The council discussed food-truck regulation and directed staff to prepare proposed ordinance revisions focused on health and safety, operating limits, permit enforcement, and escalating penalties for repeat violations; no ordinance vote was taken on that discussion item. It also considered an ordinance clarifying that places of worship need not register for or obtain a business license, while retaining other permitting and safety requirements. The city manager reported that the transition to Tyler EPL permitting and licensing software was nearing full implementation, with no contract value or purchasing action stated. Other actions included adopting youth council bylaws with a clarification regarding alcohol, naming the community garden, and appointing a planning commissioner.
