🏗️ Construction & Infrastructure Grants & Funding Physical Infrastructure

The Greenfield Community Preservation Committee’s October 22, 2026 meeting reviewed 19 pre-applications for potential Community Preservation Act funding and voted on which could proceed to full applications; these votes were eligibility decisions, not funding awards. The full-application deadline was moved to December 9, with funds potentially available in late summer or early fall. The committee advanced several proposals, including the minor-league baseball field safety and rehabilitation project, a vernal-pool sign, the Mead Street Path, the Thelma Rose House affordable-housing project, Green River Cemetery Chapel restoration, theater sprinkler work, and the stagecoach restoration. Previously funded projects were also advanced as a group. The high-school athletic-field proposal advanced despite concerns about stadium features and predominantly school use; members said the applicant would need to clarify public access and the share of public use. Just Roots’ proposal advanced with requests to specify the eligible project components and provide an overall, potentially multi-year plan. The Thelma Rose House proposal was understood to require a permanent deed restriction limiting affordability to households at or below 100% of area median income.

The committee denied a Blooming Greenfield request as presented because it centered on garden maintenance, movable items, and locations not clearly eligible recreation land; a separate church-related proposal was denied over public-benefit and anti-aid concerns. Discussion emphasized that CPA funds may support qualifying capital improvements, but not routine maintenance or removable equipment, and that projects on school or other restricted property must demonstrate eligible public use. No contracts were awarded and no funding amounts were approved at this pre-application stage; the stagecoach applicant mentioned a $50,000 request to help leverage matching grants.
