At the October 27, 2026 City Council meeting of the City of El Paso, council considered several spending and infrastructure matters. The agenda included a request to submit a $5 million Texas Military Preparedness Commission grant application, with no city match, for modernizing the Fort Bliss Bataan Gate vehicle barrier system; the transcript does not clearly capture the vote outcome. Council also considered award of solicitation 2026-0448 for GA ramp rehabilitation, stages 2 and 3, following four bids (two from local suppliers), with staff recommending the lowest responsive, responsible bidder; the vendor, amount, and final vote result are not clear in the transcript. A third amendment to the Chapter 380 agreement with Legate Company Texas LLC for the downtown property at 201 East San Antonio Avenue passed unanimously: it extends the certificate-of-occupancy deadline to March 31, 2027, and removes a construction-material sales-tax rebate, reducing the incentive accordingly. Council also unanimously approved a $3 million purchase of the 63-acre Stony Hill property using remaining 2012 quality-of-life bond funds designated for open-space acquisition.
Other spending actions included approval of up to $10,000 from District 5 discretionary funds for a veterans’ business accelerator and up to $10,000 for the Driving Change safe-ride initiative. Council approved, 6–1, an amendment to the City’s Chapter 380 agreement with the El Paso Hispanic Chamber of Commerce for its Procurement Excellence Boot Camp; the amendment removes the women-owned small-business certification metric, adjusts year-two metrics, and reduces the agreement amount proportionately. El Paso Electric presented regulatory filings and planned transmission infrastructure, including estimated costs of $23.3–30 million for the East Wind–Rattlesnake line, $76–96 million for Pine–Caliente, and $106–128 million for Pine–Mloud; these were discussed as pending regulatory projects, not contract awards. No procurement-related votes were recorded on the proclamations or the extensive public comments.
