The City of Vallejo Commission on Arts and Culture meeting on October 26, 2026, discussed the Asphalt Art Project, Arts, Culture and Creativity Month, and other commission work-plan activities. Public Works and risk-management staff recommended avoiding painted street surfaces due to traffic-safety concerns and instead considering vertical art on sound walls, city-owned buildings, willing property-owner fences, or intersection features. The commission unanimously approved (6–0) allowing the Asphalt Art ad hoc committee to build a coalition and conduct logistical planning, including contacting council members in districts 1, 3, and 6 and potential community stakeholders. No contract award or project expenditure was approved. Staff explained that the commission may recommend a preferred vendor to the city manager for projects under $100,000; service contracts require council approval regardless of amount. A fiscal sponsor would require a separate RFP, or could be addressed in a combined RFP, and donation terms would need to be included in the contract.
The commission also discussed that the brochure project has no allocated budget and may explore in-kind printing support; no printer or funding was selected. An Earth Day table fee of $1,000 was raised but not resolved. The commission discussed coordinating and promoting existing community events for Arts, Culture and Creativity Month, seeking a city proclamation for April 2027, and a city-manager-requested audit and inventory of art in storage. Future agenda items on the proclamation and designating Vallejo a neuro arts hub were moved to the November agenda; a future discussion of AI use in arts materials was also proposed. Council representatives thanked the commission for its work seeking Measure P funding, but no new Measure P allocation or spending action occurred at this meeting.
