The Winchester Planning Board held public hearings on October 27, 2026, on six zoning articles and a related article for the Fall Town Meeting warrant. The board discussed three Planning Board-sponsored bylaw amendments: clarifying rules for nonconforming lots and structures, removing a redundant Center Business District review subcommittee, and eliminating the requirement for applicants to submit 16 paper copies of plans. The board also heard petitions concerning rezoning the former church property at 114 Church Street for a proposed adaptive reuse and residential project, rezoning 18 Raymond Place for potential residential use, and releasing and rezoning a 20,000-square-foot open-space parcel at the Ledges condominium for a possible single-family home. No procurement activity was identified, and the board took no recommendation votes on these proposals during the hearings; it closed the hearings for later deliberation.

Discussion of 114 Church Street focused on the proposal’s potential scale and design, traffic and pedestrian safety, stormwater and flooding, historic preservation, and whether commitments to retain the church and two mature beech trees could be made binding. The proponent described five residential units in the church and 10 townhouses, with a proposed maximum of 15 multifamily units. For the Ledges parcel, the condominium association said sale proceeds—estimated from an independent appraisal at about $1.1 million—would support infrastructure and common-area maintenance; it also cited about $28,000 in potential one-time permit fees to the town and ongoing tax revenue from a new home. The hearings considered land-use and zoning changes that could affect future development opportunities, but no contracts, purchasing decisions, or spending awards were discussed.
