The Milton School Committee Finance Subcommittee reviewed FY26 closeout and early FY27 budget oversight, then discussed priorities for developing a balanced FY28 budget. Staff reported that FY26 closed within budget, with salary expenditures at 80.83% and non-salary expenditures at 19.17% of the overall budget. Revolving-account balances improved, including community schools, food service, and building rentals. The circuit breaker account held about $1.2 million against approximately $3.7 million in state reimbursement, or roughly 32% of the stated 75% reserve target. The committee discussed monitoring community-school tuition before deciding on FY28 fees, and developing reserve targets before considering fee changes. Staff will bring a proposed framework for revolving-account policies to a future meeting and provide updates on budget modeling and town revenue projections.
Facilities and capital planning included discussion of a boiler replacement estimated at $350,000, potentially reduced to about $275,000 through insurance or warranty recovery; no purchase or contract approval was made. The district is also addressing multiple audits, including questions about procurement methodology and special-education services, and reviewing grant expenditures across fiscal years. Members emphasized multi-year visibility into capital needs and disciplined spending within approved budget allocations. The committee approved the May 27 meeting minutes and voted to adjourn; no procurement awards or spending motions were identified.
