The School Committee Finance Subcommittee met to review an initial FY28 budget projection. The preliminary model assumes approximately 5% overall growth, with roughly 1% equivalent to $750,000; members discussed how lower growth scenarios could affect non-salary spending and staffing. The projections use conservative assumptions, but members asked staff to revisit fuel and utility escalations, school supplies with unusually high increases, special-education transportation and contracted services, and out-of-district tuition. The committee also discussed transportation contracts, which include a contractual 5% increase for FY28 and a fuel-adjustment clause; rates for some private out-of-district placements and transportation are set externally, while the district plans to negotiate with its five small-van vendors. No contract award or budget approval was made.
Members discussed increasing funds available for school facility maintenance in response to roof inspection failures and water leaks that affected classrooms and equipment. They raised the question of how maintenance responsibilities and funding should be divided between the school department and the town, and whether the town should establish a facilities revolving account; building-rental revenue is currently used in part to offset custodial costs, with a possible shift toward facility upgrades under discussion. Staff will refine the budget model and report back, including on the identified cost assumptions; the next review is expected to include the revised FY28 model and a Q1 financial report. The meeting concluded with a motion to adjourn.
