Phoenix Elementary School District #1 Governing Board study session, October 26, 2026: The board reviewed the superintendent’s proposed 2026–27 goals and initiatives in connection with the superintendent’s contract and annual performance pay plan, and approved them. It also approved ratifications of administrative, certified, and support staff employment; separations of employment; and employee contract/work-agreement adjustments for position changes under policies GCF and GDF. No contract awards, bids, vendor selections, or other procurement actions were identified.

The main study-session discussion examined district data to inform strategic planning, including budget trends and reserves, declining enrollment and demographic changes, student achievement, attendance, and discipline. Staff described a projected budget balance carry-forward of about $2.53 million for fiscal year 2027 (about 5% of the budget) and a goal of building reserves to 7–10%; possible uses such as teacher development were discussed, but no spending allocation was made. The board also discussed school performance, middle-school math, student support and discipline practices, and enrollment effects from new housing. No procurement activity was identified.
