Durham County Board of County Commissioners regular session, October 26, 2026. The main item was an update on the 2025 property reappraisal and preparations for 2029. Staff reported more than 10,533 appeals in the 2025 cycle, compared with roughly 7,000 in 2019, and discussed appeal procedures, budget holdbacks, public-records handling, and the growth of the Blue Ridge affordable-housing tax exemption, whose exempt value reached $420 million in 2026. Commissioners requested follow-up information on appeal outcomes and late-filed appeals, benchmarking of other counties’ Board of Equalization and Review practices, and clarification of board appointment qualifications and discretion over untimely appeals. Staff also explained a release versus a refund for the Chesterfield property: its historic designation provides a 50% taxable-value exemption, so the item was a release of value, not a payment of nearly $1 million.

For the 2029 reappraisal, staff said they will assess prior-cycle processes, consider multiple appeal boards to finish before the January delinquency date, and seek commercial-market data earlier. The tax administrator said he expects to bring forward RFPs for data sources earlier in the process; staff also plans to return by January with details on an external review framework, potentially involving a consultant. These were planning steps, not contract awards or approved spending. The agenda, prior meeting minutes, and consent agenda were approved unanimously; no procurement award or budget allocation was identified. The board also issued a Family Caregivers Month proclamation and made appointments to three boards and commissions.
